This is a Gmail bug - it replaces non-ASCII characters with question marks or dashes (depending on OS), and it only does that for Safari.

There is no need to do that with Safari >= 4.0 on Windows or on Mac OS X >= 10.5.7.

Some time ago I tested non-ASCII file names with Yahoo! Mail, and they worked perfectly fine. Please file separate bugs if you see related problems with other webmail services. This particular issue is only about Google updating GMail to work with Safari properly.
