strange overlay artifact

I was doing a layout of an HTML/JavaScript carousel and found this strange overlaid window artifact.  It follows the browser window around if dragged and will show up on other tabs if you switch to them.  Find attached PNG screenshot.

Problem could have something to do with complex css/html layouts using position absolute and also adding in JQuery and JQuery Tools libraries.
