Showing clipping of CSS background

When you have a large screen monitor, and the webpage uses a background image or color in CSS.  It gets clipped on the bottom, and just shows white.  This only happens everyone once in a while, so I am not sure exactly what is causing this bug.  But, I know it happens in Safari and Chrome.
