Summary: <meter> should allow styling for each gauge-level and
                    component
           Product: WebKit
           Version: 528+ (Nightly build)
          Platform: PC
        OS/Version: All
            Status: NEW
          Severity: Normal
          Priority: P2
         Component: Forms
        AssignedTo: webkit-unassigned at lists.webkit.org
        ReportedBy: morrita at google.com
                CC: yael.aharon at nokia.com
            Blocks: 37074

<meter> should allow styling using CSS like <progress> does.
It should have pseudo classes to
- specify a style for the gauge level like optimum/suboptimal/even-less-good, and
- specify a style for the value part and the background(bar) part
