Audits does not need to be enabled, so it is 
- Resources, Scripts and Profiles for WebKit / JSC
- Resources only for Chromium (we don't need to explicitly enable profiling)

Wrt prefs page, I don't think we are ready for it. As of today, each panel has a splash screen while disabled. It could host a list of enabled domains. "Enable always" would split into "Enable for domain foo.com" and "Enable always".
