This come from users feedback.

No matter what panel you are on, you might want to instantly use "Inspect Element" (lens) tool. The first thing that comes to mind is to make it a part of all panels in status bar. But it seems too disconnected (distanced) from the inspected window while in docked mode. Maybe that is the reason why FB has it on top.

So two options here:
1) Add it to the anchored part of the status bar (between "Undock" and "Show console")
2) Add it only while in docked mode, in between (Close) and "Elements" panel as a large lens icon.
