This was introduced by a commit between 460 and 453.
The attached test case shows the problem.

steps to reproduce:
- click on the link (foo) and click back
- click regenerateJS( it refreshes the js file to change the value of one var)
- click the link again
* it shows the old value. the new js content is not loaded.
