need an automated way (validate-committer-lists?) to validate/set edit-bugs on
committers

"I believe the entire process would benefit from getting the "editbugs"
permission bit set in an automated way once someone is made a committer... It
seems weird that folks are presumed to have this bit enabled prior to getting
the committer status, the bit absence regarded as an extreme exception."
