webkit-patch errors about options before erroring about command name

Usage: webkit-patch [options] COMMAND [ARGS]

webkit-patch: error: no such option: --bugs

Type "webkit-patch --help" to see usage.

It should be complaining about the command name "patches-needing-commit-queue"
instead.  (I meant to type "patches-to-commit-queue".)
