We can take the license used for run-webkit-tests (or most of our other
scripts).

parallelcl is used to fork off multiple cl.exe processes (one per CPU) to
compile multiple files in parallel on Windows. It's used in conjunction with
pdevenv to implement file-parallel (as opposed to project-parallel) compilation
from within Visual Studio 2005.
