webkit-patch needs a command to submit directly to commit-queue

land-via-queue? land-remote?  land-carefully?

Used for when someone r+'s a patch with changes, this lets you make the changes
and then submit it to the commit-queue to be landed when the tree is green,
after testing, etc.

Fills in the reviewer for the ChangeLog if necessary.
Takes the current diff, makes a patch, attaches that patch to either the
existing bug, or a new bug.  Marks that patch as cq+, no review.

We also will need to fix the commit-queue to accept patches which have no
review set, but cq+ set.  Right now it ignores those patches.
