Assuming HTMLNoScriptElement is appropriately guarded, this looks fine.

configure.ac looks insanely verbose and redundant.

Your ChangeLogs need lovin before you can land this:
+        Need a short description and bug URL (OOPS!)
+
+        No new tests. (OOPS!)
