Given a table with border-collapse: collapse;, alpha transparent borders that
collapse with adjacent cells will be more opaque than they should be. I believe
this may be related to bug 21835.

I've linked to a test case in the bug report that demonstrates the behavior.
Note the borders in the inner area of the table seem to be superimposed.
