Bug 26937 is related in that the pasted html is invalid (with spans around
divs), but even if we fix bug 26937 at paste time, we shouldn't be putting
invalid HTML in the clipboard.

Comments 5+ on bug 26937 describe the problem in more detail.  Comment 7 has an
example that will generate invalid HTML on the clipboard.
