The first issue should be fixed as of r65340 (the site does a JS redirect to #main_menu onload). You should be able to verify that in nightly WebKit builds.

As for the second issue, things seem to work correctly in Firefox 3.6 and Chrome 6.0.490.1, so there does seem to be something that's WebKit-specific about it (Chrome sometime overrides the session history behavior).
