Allfiles and DRM are privileged capabilities that need to be audited before it can be granted for Symbian signing. To make things easier for 3rd parties we can variate the set of capabilities using a production flag to enable/disable the set of capabilities. 

Please see the attached patch which adds the CONFIG(production) changes to variate the set of capabilities.
