I don't have the background to know if this is a desirable change or not, so
I'm not reviewing. Hyatt is one person I'd like to hear from on this, but
others may have the expertise as well. Many web pages are in standards mode, so
we need to be careful about changing standarsd mode behavior. Does this new
behavior match Firefox too?

HTML files should not be executable.
