I think I'm seeing a similar problem at this link. Javascript targets _blank on
the Make a Payment button, but the Pop-Up Blocker stops it from opening. The
site started out as a regular page and the button worked, but the client
insisted on a frameset and as soon as that was added the Pop-Up Blocker began
stopping the new window from opening. Works in Safari 4.0.5, just not Webkit.

Note that you can't view an individual frame of the site alone because I have
scripting in place that refreshes it into it's frameset, but if you save the
frame as html to your drive and point the payment.js back to the server, you'll
see that it works in Webkit.
