Submitting the form should open up a new window

Introduced in the most recent webkit nightlies (probably either r57318 or
r57284).

In the current Safari build and up till the most recent nightlies, a form with
a target attribute would open a new window on submit, regardless of whether the
"block pop-up windows" option was selected in the menu "Safari > block pop-up
windows", or not.

However, with the most recent webkit nightlies, this options prevents a new
window from opening. 

If this option is un-selected, a new window is created.
