I notice that some other stand-alone browsers are showing the same behaviour,
so I'm not sure if this is actually a WebKitGTK problem.

I see focus rectangles drawn on eclipse.org with IE6 and mozilla 1.7.x, but I
don't see them with Firefox 3.5.x and IE8.  So if there's something invalid
about this case then this report can be closed (though it would be unfortunate
from an accessibility POV).
