I am planning to revert this patch (except for part that keeps a count of
position:fixed elements in a frame since later patches depend on it). 
Scrolling has been broken on pages with fixed position elements with overflow
on all platforms except for Safari Mac for almost a month now.  The patch in
36652 is wrong and it's not immediately obvious that it can be fixed in short
amount of time.
