Based on discussions with Maciej, I decided that since some common heap
allocation scenarios could not be prevented using NonHeapAllocatable, it wasn't
worth indicating and giving a false sense of security.  This patch removes
NonHeapAllocatable and also addresses other comments from Adam and Geoff.
