I cannot reproduce this, possibly because I cannot follow the steps to
reproduce. Please describe your configuration in more detail. Specifically,

Are you saying that WebKit nightlies open with two tabs open for you? I don't
know how to achieve this.

> 4. Control-click to open at least two Top Sites in tabs behind the current one.

New tabs are always active for me, whether I use Cmd+T or context menu on tab
bar.
