Can't reproduce the exact problem with your test case (Safari 4, Chrome 3, both
on Win2003 Server) because the scrollbars don't disappear. 

However, I'm seeing what I'm pretty sure is the same bug with scrollable divs.
When changing overflow-y from "auto" to "hidden", the scrollbar disappears but
layout isn't updated to use the space previously occupied by the scrollbar.
