I think it would be valuable to have definable webkit transition duration
functions. For example, I want a transition to apply to the height of an
element and its transition duration should be variable depending on the height
change. 

In other words the duration function could be: max-rate(20px, 100ms) (with
easing at the beginning and ending of the transition).
