Modify build-wxwebkit script to allow building with not installed wx

The attached patch updated build-wxwebkit script to allow building with the not
installed wxWidgets version. In fact it already almost worked and the patch
simply updates a single check in the script.

FWIW this is very useful for people working with several wxWidgets versions at
once.

Finally notice that this is related to but doesn't really depend on, strictly
speaking, bug 28893.
