I just tried to make  GIFImageDecoder::initFrame and
GIFImageDecoder::frameComplete consistent in regard to ptr vs. reference as I
got negative review making the IntRect a reference in ::frameComple.

I will remove const from all four pointers and hope that the actual patch gets
a review.
