Allowing for override of DEFINE_STATIC_LOCAL

Per Darin's comment, I split my patch in 2 and I placed the appropriate comment
in the ChangeLog.
I apologize for my carelessness in the previous patch proposal which had
unrelated comments in the ChangeLog as a result of reusing the log from a
previous more substantial attempt.
