We are using pywebsocket (http://code.google.com/p/pywebsocket/) to test Web
Socket implementation (see https://bugs.webkit.org/show_bug.cgi?id=27490).

It would be handy if we could specify WebKit/LayoutTests as handler root
because we can then reuse scripts under LayoutTests/fast/js/resources.
To do that, we need to upgrade pywebsocket 0.4.1. Otherwise, the server scans
all the directories under LayoutTests and takes several seconds to start up.
0.4.1 has a new command line option that limits the directories where handlers
are scanned.
