It's true that typing Ctrl+Option+S into an editable text area inserts an
invisible character. This also happens in other Mac applications, such as
TextEdit. It's also desired behavior, as far as I can tell - that's what U.S.
keyboard layout has for such key combinations, presumably for a reason. If a
keyboard layout didn't have these keys assigned, then applications wouldn't
have inserted invisible characters.
The reason to change access key modifiers from Ctrl was that Ctrl conflicted
with Emacs-style editing shortcuts (e.g. Ctrl+A to move to beginning of
editable field, Ctrl+E to move to the end).
I see how this behavior can be frustrating, but this doesn't look like a bug in
WebKit, it's more of an enhancement request to try and come up with a better
solution.
