Style comments fixed.
More tests added.
Each test either passes on IE8 and Firefox 3.5.2, or it has some explanation of
why it does not pass.
Server-based naming authority issue - I sent an e-mail to webkit-dev and asked
the question on #whatwg IRC channel. Nobody seems to know the answer, so I
tested IE8 and followed its behavior.

KURL character table should be updated to reflect newer specifications, e.g.
RFC 3986. This was not done in this patch.
