For what it's worth, I tried to do exactly that when I added the code to fold
quote marks. But as I mention in a comment, I was unable to do this, even with
the help of some ICU experts here at Apple. Here's hoping you are able to do
what I was not!

If you are able to add custom tailoring, then perhaps we can do the quote marks
that way.
