I'm not sure I see the difference.  WebKit only seems to be drawing the SVG
rects as their added.  Using Quartz Debug, I do not see it repainting the whole
SVG every time.

Bug 14015 is sorta related (drawing too much).

I think we need to see a better example to see the performance difference, if
there is one.  Your example does not convince me that we're drawing too much. 
However having written the code, I believe you that we're drawing too much. :)
