For example, looking at the expected image for
fast/text/international/rtl-white-space-pre-wrap.html in attachment 40714, the
underline is 1px thick, but when I type the same text in TextEdit in the same
font and size, I get a 2px-thick underline.

Should this apply to other text decorations? AppKit scales up strikethrough
lines as well.
