Sorry, I clearly didn't read enough of the bug above before my review.  My
comments still stand though: for easy review, the ChangeLog should mention the
resolution of this bug, including possible specs and other browser behaviors. 
Basically, ask yourself what you'd want to see when reviewing this, or when
trying to figure out why the hell we'd made this change 5 years from now.  That
information should all be in the ChangeLog for easy review and understanding 5
years from now. :)
