That's because usually tests are the same for all platforms, but platform
differences cause the rendering to not match 100%. This specific case is more
akin to
LayoutTests/platform/gtk/scrollbars/overflow-scrollbar-horizontal-wheel-scroll.html,
i.e., the test only makes sense for the platform, as the behavior is specific
to it. I would argue that text tests are preferred wherever possible, given
that they are not the affected by collateral damage of decisions that change
layouting behavior.
