reduced testcase

I Steps:
1. Go to  http://www.codeproject.com/KB/list/dragtest.aspx
2. Scroll down and click one of the comments at the bottom
3. Scroll back down and click another
4. Optionally, click an open comment to close it

II Issue:
Comment is opened, but page jumps up and has to be scrolled down to see open
comment.

III Conclusion:
Scroll down till the end, click on the link. FF and IE show the text below the
link while Chrome and Safari jump up and you have to scroll down to see the
expanded text.

IV Other Browsers:
IE7: ok
FF3: ok

V Nightly tested : 48354
