Make FrameView::layout() start at ScrollbarAuto or ScrollbarAlwaysOff without
checking the existing ScrollView state

OK, I tried this and didn't experience any layout test regressions, so I'm
taking mitz's other comment about just setting ScrollbarAuto or
ScrollbarAlwaysOff and not asking the ScrollView for the existing scrollbar
states.
