That spec is no longer valid (obsolete).

SVGT 1.2 became a recommendation and they specify tooltip as
http://www.w3.org/TR/SVGTiny12/struct.html#uiTitleDescBehavior and recommend
using ARIA role="tooltip"

Is this bug valid anymore?
