Sorry, my comment may not apply.  It was mostly drive-by.  Reading more of the
history this appears to be more of a speculative, framework implementation.  It
will still of course need testing, but maybe you already have that planned... 
Still could you some explanation about testing in the ChangeLogs.  In fact, the
ChangeLog in general needs some lovin... like a link to the spec and this bug
at least.
