js tests should move into jstests subdirectory instead of resources/

This would get rid of make-js-test-wrappers exclude list.

It would also make it possible to add a "fallback" TEMPLATE.html which could be
used, since TEMPLATE.html no longer serves as an indicator for "crawl this
directory and make .js files into tests".
