Steps to reproduce:

1. Enable caret navigation if not already enabled. (See bug 16135)

2. Open the (to be) attached test case.

3. Starting from the top of the document, press Down Arrow to progress through
the content line by line.

Expected results: Each visual line of text would be treated as a single line
for the purpose of navigation.

Actual results: Each table cell and each list item is treated as if it is on a
line by itself.
