I'm a little bit confused.  The bug is a cross-platform issue, so a
Chromium-only Windows-only patch does not address it.  There are pixel tests
for this for Mac, even though the fix doesn't address the problem on Mac.  I'm
also surprised that you added separate tests for quirks and strict mode.  We
don't typically have tests for both unless we expect that there is a behavior
difference.  We'd have twice the number of tests in our repository otherwise,
and most would not be serving a useful purpose.
