There are some odd behaviors that can occur (eg, see Bug 24403 ) when the web
inspector is docked instead of when it is in a separate window.  Does your
behavior happen in both cases - docked and undocked?

Do you have an example, public web page that exhibits the behavior, besides the
graphical depiction that you attached?
