Filed bug #26582 which is related.

Adding "html { margin-top: 3em }" to the CSS in the testcase above moves the
root element out of the way, enabling the hyperlink to be clicked.  However,
changing the z-index of the html element to "auto" or "-100" does not make the
link clickable.
