It's not possible to drag (move) some SVG elements, like <symbol>/<use>.

Using the attached test file: 
Test 1: You can drag the dots.
Test 2: You should be able to drag the dots (works in FF, doesn't work in
Safari/Chromium)
Test 3: You should be able to drag the dots (works in FF, doesn't work in
Safari/Chromium)
