Looks like WebKit still doesn't support this (as of rev. 44591). Our
application uses dropdowns of two types - one with options of different
"background-color"; another - with options of different "background-image",
where value of background-image is data url. "background-color" works in at
least Firefox (3.x) and Opera (10b).

Could someone give an update on the status of this ticket? Are there plans on
implementing it?
