I'd just like to add my support to this bug: fractional letter-spacing is
particularly important for CSS Animations. Many text behaviors designers would
want are unusably choppy with integral spacing.

Please see the attachment for a recording of what a designer could achieve in
just CSS if fractional letter-spacing were supported.
