this patch adds GDOMHTMLElementWrapperFactory which will eventually be replaced
by an auto-generated set of matched files.  one key reason for not doing that
right now is because exception support has been ripped out when compared to the
file from which it is derived (JSHTMLElementWrapperFactory.[cpp/h].  another is
simply time.
the files are being added under an agreement suggested by david to split #16401
into separate patches.
