While the "Inspect Element" bit is definitely confusing, it's the only obvious
way I know of to allow you to debug the inspector.  Since debugging the
inspector is something very few people will ever need to do, we really should
fix this - ie, remove the menu item.  However, at the same time, we still need
to provide a way to allow the inspector to be debugged, somehow.

So, if it's decided that we need to fix the context menu and remove the
"Inspect Element", let's arrange to open a new bug to provide a way to allow
the inspector to be debugged.
